What we do:
This unit is devoted to assisting victim advocates in their work with crime victims as well as providing an advocacy network among prosecution-based providers in the victim services field. We are also dedicated to the continued implementation and use of our automated victim notification program (MCVNN) throughout the criminal justice process. To provide all of these services we will:
- Provide excellent and diverse training opportunities located across the State of Michigan which allows all victim advocates to attend.
- Promote networking and cross-training among Michigan county prosecutor advocates as well as volunteer sheriff-based advocates.
- Provide computer and technical assistance to prosecutor-based victim service providers in complying with Michigan’s Crime Victim Rights Act.
- Provide a quarterly newsletter to keep advocates current on the latest developments in the victim rights field.
- Draft, review, and/or comment on legislation concerning crime victims and witnesses and their rights as part of the criminal justice system.
- Serve as a clearing-house for local and national information on victims’ rights and services by disseminating information and coordinating local efforts with other victim service organizations.
- Sponsor and support public awareness activities regarding the impact of victimization, victim’s rights and services.
- Whenever possible, educate the community at large in the area of victimization.
Why do we do this?
The provision of crime victim rights and services requires specialized skills and education because of the vast array of damage and trauma caused by the many types of criminal victimization. Trainings offered greatly enhance the ability of victim service providers to meet the many unique and individualized needs of crime victims. In providing these trainings, we increase the likelihood that victims in Michigan will receive the same excellent comprehensive services provided with the same skill level no matter where in Michigan they receive those services.

- Develop and provide newsletters, manuals, presentations for advocates & prosecutors
- Assess prosecutor Victim Rights Programs and provide assistance to prosecutors in the development and improvement of their Victim Rights Programs
- Write and administer grants and file reports
- Provide assistance to prosecutors for funding procurement
- Facilitate networking for advocates
- Provide testing of and training on the Michigan Crime Victim Notification Network (MCVNN)
- Serve as a consultant to PACC/PAAM Technical Services Department regarding all victim rights related programming
- Serve as a liaison with the Michigan Department of Corrections, Victim Services Unit
- Serve as a liaison for the Crime Victim Services Commission, Michigan Department of Community Health
- Provide computer programming and technical assistance as it pertains to Crime Victim Rights to all 83 Michigan county prosecutors offices
- Provide prosecutors with custom made Victim Rights related PowerPoint presentations for public presentation
- Provide funding to prosecutor’s offices to assist with Crime Victim Rights Week awareness activities
Who we are ~

Roberta J. Haney-Jones is the Victim Rights Program Director for PAAM. Roberta assumed a victim rights training position at PAAM in June of 1999. She now directs the unit responsible for various soft-skills victim rights trainings developed for county-based advocates and prosecutors. She also handles the prosecutor-based training and support for the Michigan Crime Victim Notification Network (MCVNN).
Roberta is a 1996 graduate of the Victim Advocate Training sponsored by the Michigan Sheriffs’ Association, 1999 graduate of the Michigan Victim Assistance Academy, 2002 graduate of the National Victim Assistance Academy and a 2003 graduate of the National Community Crisis Response Team Training. In 2005 she successfully completed the educational and testing requirements of the Association for Death Education and Counseling (ADEC) and obtained a certification in Thanatology, which is the study of death, dying and bereavement. Also in 2005 she received an Advanced Advocate Certification with a Comprehensive Victim Intervention Specialty from the National Organization for Victim Assistance (NOVA). Roberta has also completed Morita Therapy training as well as Basic and Advanced Bereavement Facilitator training through CMI Education Institute. In 2010 she completed her Death and Grief Studies Certificate from Colorado State University in collaboration with the Center for Loss & Life Transition directed by Dr. Alan Wolfelt.
In 1991 she earned her AAA in Humanities with a minor in Pre-Law from Lansing Community College, in 1993 she earned her BA in Humanities with a minor in Pre-Law from Michigan State University and in 1995 she earned a Post-baccalaureate in Business degree as a Paralegal.

Angela Olson joined the PAAM victim rights unit in 2009 as the Victim Rights Training Specialist. Angela has specialized trainings and certifications in First Responder Advocacy, Sexual Assault Training/Presentation, Domestic Violence Advocacy, Child Sexual Abuse, Training & Presentation, and Forensic Interviewing.

Kirstyne Parker joined the PAAM victim rights unit in 2007 as the unit conference coordinator. Kirstyne has had extensive training in Microsoft Excel, Access, PowerPoint, and Word.

Julie M. Roman-Fenwick has worked in the Technical Services department of PAAM since 1989. In 2004 she joined the Victim Rights Unit as an Information System Specialist. Julie works primarily on programming, testing and training the Victim Rights Adult and Juvenile Case Tracking Systems. She received her Bachelor of Science Degree in Information Technology in 1986 at Oakland University in Rochester, Michigan.
